Order : This petition coming on for orders upon perusing the petition and the affidavit filed in support thereof and upon hearing the arguments of AL.GANTHIMATHI, Advocate for the petitioner and of Mr. P.P. PURUSHOTHAMAN, GOVERNMENT ADVOCATE for 1st and 2nd Respondents the court made the following order:- The petition is filed seeking substituted service on the 3rd and 4th respondents herein by way of paper publication in one issue of Tamil Daily, having circulation in their locality in the above writ petition.

2.Learned counsel appearing for the petitioner, by way of filing affidavit of service, would submit that when this Court directed the petitioner to serve notice to respondents 3 and 4, private notice was sent by way of registered post with acknowledgment due to respondents 3 and 4 on 15.10.2019 and the same was returned which shows that respondents 3 and 4 are evading the service by deceitful means. Therefore, learned counsel for the petitioner sought permission to serve notice by way of paper publication.
3.As it is pleaded by the learned counsel appearing for the petitioner that respondents 3 and 4 are evading the service of notice and affidavit of service has also been filed to that effect, this Court is inclined to order substituted service. Accordingly, the petition is ordered and the petitioner is permitted to effect paper publication in one issue of Tamil Daily, having circulation in the locality of respondents 3 and 4.
