2. Heard the learned counsel for the petitioner, the learned counsel for the respondent 1 and 2 and perused the materials available on record. Despite service of notice on the third respondent and his name being printed in the cause list, there is no appearance either in person or through counsel.

3. The learned counsel for the respondents 1 and 2 has no serious objection for allowing this petition.

4. On being satisfied with the averments stated in the affidavit filed in support of the petition and also considering the submissions made, the delay is condoned.
