Writ Petitions, filed under Article 226 of the Constitution of India, for issuance of Writ of Certiorarified Mandamus to call for records of the second respondent, pertaining to the Goods Detention Notice, bearing No.829624/2003-04, and No.829623/2003-04, dated 11.09.2003, and to quash the same, and further, to issue direction to the second and third respondents to release the goods to the petitioner, to enable him to transport the same to Cochin.

The petitioners are Transport Contractors, and they challenged the Goods Detention Notice issued by the second respondent, on the ground that the goods were not accompanied by proper documents.
At the time, when the Writ Petitions was entertained, no interim direction was issued for release of the goods. Thus, by efflux of time, nothing further survives for adjudication in this Writ Petition.

Accordingly, the Writ Petitions are closed. In the event, the compounding notice had been issued, or any demand had been raised against the petitioner, it is open to the petitioner to approach appropriate Authority for necessary relief. No costs.
