2. It is seen that the respondents 1 and 2 are the authorities of the Utkal University in Orissa and third respondent is at New Delhi. The fourth respondent is only a Center directly representing the respondents 1 and 2. This Court cannot have any territorial jurisdiction to entertain the writ petition.

3. The petitioner is not present when the matter is called. Considering the nature of relief sought for in the writ petition and the fact that the petitioner is not represented by any counsel, this Court is not inclined to keep the writ petition pending, after all these years. Hence, the writ petition is dismissed for non prosecution. No costs. Consequently, connected miscellaneous petition is closed.
