respondent to regularize the petitioner's service in line with the Circular No.7/2021 dated 09.09.2021 issued by the 1st respondent and consequently promote the petitioner as such with retrospective effect from the date of promotion of his immediate junior within a limited time frame.

This writ petition has been filed for the issue of writ of mandamus directing the respondents to deal with the representation made by the petitioner on 16.12.2022 and the proposal that was forwarded by the 4th respondent dated 11.04.2023 to the 2nd respondent and to regularize the services of the petitioner in line with Circular No.7/2021 dated 09.09.2021.

2.Heard the learned counsel for the petitioner, learned Special Government Pleader for respondents 1 to 3 and the learned Additional Government Pleader for the 4th respondent.

3.The case of the petitioner is that he was appointed in the year 2000 at Veppur Primary Agricultural Cooperative Society as Office Assistant. Thereafter, the petitioner was deputed to the 4th respondent society to work as Salesman from 01.11.2007. The petitioner fulfilled the necessary educational qualification and as per the resolution of the 4th respondent, the petitioner was granted the time scale of pay from 01.08.2008.

4.The grievance of the petitioner is that he has been working without any promotion and the services of the petitioner has not been regularized even though he has fulfilled all the requirements and that he has been appointed in the sanctioned post within the cadre strength. The petitioner made several representations in this regard. Since, the same was not considered, the present writ petition has been filed before this Court.

5.Taking into consideration the facts and circumstances of the case and the earlier writ petition filed by the petitioner in W.P.No.385 of 3/6

2023, which was disposed of on 30.08.2023 and considering the resolution dated 30.01.2024 that was passed by the 4th respondent and the proposal that has already been sent by the 4th respondent dated 11.04.2023 to the 2nd respondent, there shall be a direction to the 2nd respondent to deal with the grievance expressed by the petitioner and take final decision on its own merits and in accordance with law within a period of eight (8) weeks from the date of receipt of a copy of this order. 6.The petitioner is directed to make a fresh representation to the 2nd respondent along with all the relevant documents and also a copy of this order.

7.In the result, this Writ Petition is disposed of with the above directions. No costs.
