PRAYER: Writ Petition filed under Article 226 of the Constitution of India praying for issuance of Writ of Mandamus to direct the respondents 1 to 3 to provide police protection to the petitioner's industry to run peacefully with its staff and willing workers and thereby suitably prevent the 4th to 13th respondents, their agents and outside supporters, from assembling within a radius of 300 metres of the petitioner's factory premises, from preventing the free ingress and egress of men, materials and vehicles.

O R D E R
This Writ Petition is filed to direct the respondents 1 to 3 to provide police protection to the petitioner's industry to run peacefully with its staff and willing workers and thereby suitably prevent the 4th to 13th respondents, their agents and outside supporters, from assembling within a radius of 300 metres of the petitioner's factory premises, from preventing the free ingress and egress of men, materials and vehicles.
2. The petitioner is a spinning mill running under the name and style of Narasu's Spinning Mills. Out of 250 workers, some workers formed as a union in the name of Narasu's Spinning Mill Branch-Salem District and National Mill Workers Union. The Officer bearers of both the Unions, who are the respondents 4 to 13, with the help of rowdy elements herein have been resorting to illegal strike by gathering in front of the gate of the Mill, without any prior notice and threatened the staff of the Mill, thereby disturbing the production activities of the petitioner Mill. As the petitioner apprehends threat to very survival of the Mill and staff and loyal workers of the Mill, he filed the present writ petition seeking a direction to provide police protection to the petitioner Mill in order to run the same peacefully.
2. The learned Govt. Advocate (crl.side), on instructions, submitted that at present, there is no protest by the respondents 4 to 13 herein.
3. It is reported by the learned Govt. Advocate (crl.side) that as of now, there is no protest by the respondents 4 to 13. In future, if at all, any
protest declared by the respondents 4 to 13, the 3rd respondent is directed to consider the request made by the petitioner and provide police protection to the petitioner Mill and ensure that there will be free ingress and egress to men and material and vehicles to the petitioner Mill and no law and order problem be created within the premises of the Petitioner Mill. In the event of any protest conducted by the respondents 4 to 13, the same shall be permitted by the 1st respondent to conduct 300 meters away from the premises of the petitioner Mill.
