PRAYER:This petition is filed under Article 226 of the Constitution of India praying to issue a writ of certiorarified mandamus to the 1st respondent herein relating to Circular No. 13/2002 (PPa.2/12819/2002) dt. 16.04.2002 quash the same in so far as the petitioner herein and consequently direct respondents to register the petitioner's name in the Employment Exchange without production of Evaluation Certificate.

Reference may be made to the order dated 04.11.2015. On the said day, there was no representation on behalf of the petitioner hence the matter was posted for hearing on 25.11.2015. On the request made by the counsel for the petitioner the matter was adjourned by one week and the dismissal caption was removed.
