ORDER
This petition has been filed to quash the impugned order in Lr.No.11629/Ad.1/2021 dated 01.08.2025 and the consequential impugned List of Recommended Candidates and Waiting List Candidates published in their official website dated Nil on the file of the Respondent No.2.
2. Mr.R.U.Dinesh Raj Kumar, learned Additional Government 2/6
Pleader accepts notice on behalf of the Respondents. With consent of the learned counsels on either side, the writ petition is taken up for final disposal.
3. The learned counsel for the petitioners submits that the petitioners have been appointed as District Programme Officer on a contract basis under the second respondent, by assessment order dated 05.09.2023 for a period of one year.
4. By paper advertisement dated 02.06.2025, the second respondent had called for the application to the post of the District Programme Officer (DPO) on contract basis for TN Rights Project, pursuant to which, notification was issued on 01.08.2025 by the second respondent. The petitioners who are working on contractual basis under the second respondent have challenged the notification and sought for continuation of their services on contract basis.

The learned counsel for the petitioners submitted that some of the similarly placed candidates have approached this Court in WP.No.23662 of 2025 and this Court quashed the impugned notification dated 02.06.2025 in respect of 32 District Programme Officers who were already on roles. However, the respondents have issued relieving orders to the petitioners. 3/6

The learned Government Advocate submitted that though this Court in W.P.No.23362 of 2025 had reserved the same for orders on 30.07.2025, orders were subsequently pronounced on 29.08.2025 directing the respondents to continue the service of 32 programmers who were already on roles and this Court, had also given liberty to the respondents with respect to the remaining posts, permitting them to proceed with recruitment based on the impugned notification, in accordance with law.

The learned Additional Government Pleader for the second respondent filed a status report and submitted that the said writ petition was reserved for orders and in the mean time, a policy decision was taken by the Government on 20.08.2025 by withdrawing the entire notification. Therefore, the respondents were unable to intimate the same to the learned Single Judge of this Court.
8. He further submitted that the World Bank is the funder to the project. Subsequently, a meeting was conducted by the officials of the World Bank and the Government Officials wherein it was decided to withdraw the notification, pursuant to which, the notification was withdrawn and the post of 4/6
DPO is also abolished. Hence, nothing survives in this Writ Petition.
