Writ Petition No.35005 of 2003 filed under Article 226 of the Constitution of India, praying for issuance of a Writ of Declaration declaring that Rule 38A of the Tami Nadu Minor Mineral Concession Rules as inserted by G.O.Ms.No.95, Industries (MMC1) Department, dated 01.10.2003 is unconstitutional, ultravires, null and void so far as it relates to the petitioner's patta lands measuring 7-33-0 hectares, comprised in S.No.2/3B1B and 2/5A, situated in Vagudi Village, Manamadurai Taluk, Sivagangai District.

Writ Petition No.35006 of 2003 filed under Article 226 of the Constitution of India, praying for issuance of a Writ of Certiorarified Mandamus to call for the records of the second respondent's proceedings bearing No.M1/204/2002, dated 06.11.2003, quash the same and direct the respondents to grant sand quarry lease in respect of the petitioner's patta lands measuring 7-33-0 hectares, comprised in S.No.2/3B1B and 2/5A, situated in Vagudi Village, Manamadurai Taluk, Sivagangai District.
