The learned Additional Advocate General appearing for the first respondent submitted that the Government is providing insufficient funds to run the University and even to pay salary to the employees. 2.

With regard to the above submission, this Court is inclined to implead the Secretary of the Higher Education Department. Accordingly, the following officer is suo motu impleaded as the second respondent in these contempt petitions :- P.Sankar, The Secretary, Higher Education Department, Secretariat, VI Floor, Chennai-9 3.

Mr.A.Selvendran, learned Special Government Pleader takes notice for the impleaded second respondent.
