Neither the writ petitioner nor the respondents 1 to 5 in W.P.No.6970 of 2021 have filed counter in the Writ Miscellaneous Petition.

2. It can be decided, as to whether the petitioner in W.M.P.No.32201 of 2023 is a necessary party or proper party in the main writ petition.

3. In view of the above, the Writ Miscellaneous is ordered. Registry is directed to carry out necessary amendment in the main writ petition.

4. Already official respondents have filed their counter in the main writ petition. The proposed 6th respondent is directed to file counter if any, on or before 04.03.2024.
