records of the second respondent pertaining to G.O.(Ms.)No.163 dated 05.05.2017 issued by Health & Family Welfare (Z1) Department regularising the illegal appointment of Dr.P.Balaji as Member Secretary of Transplant Authority of Tamil Nadu done on 31.10.2016, quash the same and direct the second respondent to convene the general body and executive committee of Transplant Authority of Tamil Nadu and appoint a senior Government medical professional with meritorious track record and experience in transplant related administration as the Member Secretary of Transplant Authority of Tamil Nadu as per the Memorandum of Association (MoA) and by-laws of the said institution through a transparent and objective selection process.
