2. Heard Mr.S.Arockia Maniraj, learned counsel for the petitioners, Mr.C.Kathirvel, learned Standing Counsel for R1, Mrs.P.Rajarajeswari, learned Government Advocate for R2 & R3 and perused the materials available on record.

3. The petitioners have applied to the post of Special Teachers (Drawing) in response to the notification of the first respondent dated 26.07.2017 through notification No.05/2017.

The learned counsel for the petitioners submitted that the petitioners have studied in Tamil medium and have obtained 50 & 48 marks respectively in the recruitment examination conducted by the first respondent. The petitioners have got PSTM certificate in S.S.L.C., Higher Secondary course and Technical Training Certificate. As the petitioners have not been called for certificate verification, they have filed these writ petitions seeking direction against the first respondent.

It is further submitted that earlier a Writ Petition was filed in W.P.No.28458 of 2018 (batch) by the persons who are in possession of PSTM certificate and in which orders have been passed to consider their candidature. So the petitioners have requested to pass the similar order by giving benefit of the earlier orders passed in that writ petition. Page No.3 of 6

The learned Standing Counsel for the first respondent submitted that the Board has called the candidates for certificate verification who have secured upto 57 marks, but the petitioners have secured only 50 & 48 marks and hence they have not been selected. As the petitioners have not produced the certificate for having studied 10th and 12th standard in Tamil medium to show that they had studied the whole of school education in Tamil medium, they could not be called for certificate verification under PSTM category.
7. However, the learned counsel for the petitioners submitted that the petitioners have produced the certificate for having studied in Tamil medium, but still the same has not been considered.
8. The petitioners are said to have given representation in this regard and on which, the respondents have not passed any order. The petitioners have produced the certificate for showing that they would come under the PSTM category as prescribed and they were even called for certificate verification, but so far appointment order has not been Page No.4 of 6
issued. The only answer given by the first respondent is that the petitioners have not reached the zone of consideration as their cut-off mark was below than the cut-off mark fixed for the post reserved under PSTM category. However, no orders have been passed so far.
9. It is now learnt that the petitioners are said to have given a fresh representation in this regard to the respondents on 08.02.2025.
10. Hence, this Writ Petition is disposed and the respondents are directed to consider the representation of the petitioners dated 08.02.2025 and pass orders on merits and in accordance with law within a period of six weeks from the date of receipt of a copy of this order.
