Prayer Writ Petition filed under Article 226 of the Constitution of India praying for the issuance of a Writ of Mandamus to direct the 1st respondent to survey the petitioner's agriculture land properties situated at as per sale deed document No.1514/2005 Tiruvannamalai District, Vandavasi Taluk, Desur village, Survey No.316/3, which is total extent of 0.37.00 Hectare Ares and as per sale deed document No.203/2006 Tiruvannamalai District, Vandavasi Taluk, Seeyamangalam village, survey No.112, which is total extent of 0.51.50 Hectare Ares based on the petitioner's on-line application along with survey fee E-chelan No.2025/0123/06/016634 and No.2025/0123/06/016632 dated 26.6.2025 consequently direct the 2nd 1/6

respondent to provide adequate police protection against the 3rd respondent on the date and time of land survey by the 1st respondent. For Petitioner : Mr.T.V.G.Kartheeban For Respondent-1 : Mr.R.P.Murugan Raja Government Advocate For Respondent-2 : Mr.L.Baskaran Government Advocate (Crl.Side) Order Heard Mr.T.V.G.Kartheeban, learned counsel appearing for the petitioner, Mr.R.P.Murugan Raja, learned Government Advocate, who takes notice for first respondent and Mr.L.Baskaran, learned Government Advocate who takes notice on behalf of the second respondent. Since the main Writ Petition is taken up for final disposal at the stage of admission itself, this Court is of the view that the third respondent need not be served with any notice. Accordingly, notice to the third respondent is dispensed with.

2. This Writ Petition is filed for the following relief;- i) For issuance of a mandamus to the 1st respondent to survey the 2/6

petitioner's agriculture land properties based on the petitioner's on-line application dated 26.6.2025 and consequently, to direct the 2nd respondent to provide adequate police protection against the 3rd respondent on the date and time of land survey by the 1st respondent.

Learned counsel for the petitioner would submit that the petitioner made an application to the first respondent dated 26.06.2025 seeking for survey of his agricultural land and also paid required fee, apart from making the such application, since the third respondent is intending to grab the petitioner's property, the petitioner, apprehending that third respondent would cause any obstacles during the survey, made a representation to the second respondent-Police seeking police protection at the time of survey of the land by the first respondent. However, as on date, the petitioner has not been favoured with any response from any of the respondents. Hence, the present Writ Petition.

4. The learned Government Advocate for respondent No.1 fairly submitted that the application made by the petitioner would be considered and appropriate steps would be taken by the respondent-Authority for 3/6

demarcation of the petitioner's property within the time as stipulated by this Court.

The learned Government Advocate for second respondent would submit that the respondent-Police would render all possible assistance, enabling the revenue officials to survey the petitioner's property, in case, at the time of survey of the petitioner's property, any obstruction is being caused by third respondent or any other third parties, appropriate action would be taken against them.

Considering the limited scope of the prayer, sought for in this Writ Petition and in view of the submission made by the learned Government Advocate for respondents 1 and 2 respectively, this Writ Petition is disposed of with a direction to the first respondent to consider the application made by the petitioner dated 26.06.2025 and take suitable steps for conducting a survey in the petitioner's agricultural property and demarcate the same by metes and bounds after giving notice to all the interested parties, particularly, third respondent within a period of four 4/6

weeks from the date of receipt of a copy of this order. It is needless to say, in the event, any obstruction is being caused by the third respondent or any third parties, second respondent-Police is directed to take appropriate action against them in the manner known to law and shall render all kinds of assistance, as required, by the Revenue Officials for demarcation of the subject property. No costs.
