J U D G M E N T

(Judgment of the Court was made by R.SUBRAMANIAN, J.) The petitioner sought for a mandamus directing the respondents 2 & 3 to provide him an experience certificate based on his application dated 15.11.2023 and consequently, direct the respondents to consider the name of the petitioner for the next level of selection process and for appointment to the post of Laboratory Attendant.

2. The petitioner claims that he has been working as a Laboratory Attendant in the 3rd respondent Institute on a temporary basis. The respondents namely, the Director General of Health Services issued a notification, calling for applications for appointment to several posts, one of which was, Laboratory Attendant. The essential qualification for the said post is i) Matriculation pass from a recognized Board or equivalent ii) one year training certificate in Laboratory Technics and Animal Care from Government Institute or recognized Institute.

3. Admittedly, the appellant did not undergo any training. The petitioner wants to substitute his experience certificate in the place of a training certificate. If we are to permit it, it would amount to altering the 2/4

qualifications prescribed by the Employer, which we cannot do. The learned single Judge has rightly dismissed the writ petition. Hence, we see no reason to interfere with the order of the writ Court. This Writ Appeal therefore, fails and it is accordingly, dismissed. No costs. Consequently, connected miscellaneous petition is closed.
