the issuance of a Writ of Mandamus directing the respondents 1 to 4 to conduct a joint inspection and submit a status report before this Hon'ble court in order to identify the status of Ryotwari Patta in the lands in question comprise an extent of approximately 1030 acres spread across multiple old survey numbers namely 4,11, 43, 51, 110 ,116, 131 ,143 and 188 situated in Kelambakkam village, Thiruporur Taluk, Chengalpattu district and falling under the jurisdiction of the Chengalpattu Registration district and Thiruporur Sub-Registration office, which are classified as Ryotwari patta lands pursuant to the representation dated 16.08.2025. The present petition has been filed by the petitioner to consider the representation of the petitioner dated 16.8.2025 filed before respondents 1 to 4 and to pass orders on the same within a time frame stipulated by this Court.
2. Mr.M.Rajendiran, learned Addl. Government Pleader takes notice for the respondents.
3. For the purpose of conducting a joint inspection to identify the status of ryotwari patta issued in respect of the lands comprised in about 1030 acres spread across multiple old survey Nos.4, 11, 43, 51, 116, 131, 143 and 188 situated in Kelambakkam Village, Thiruporur Taluk, Chengalpet District falling under the Page No:2/6
jurisdiction of Chengalpet Registration District and Thiruporur Sub Registration Office, which are classified as ryotwari lands, which are in possession of the petitioner's family the petitioner submitted a representation dated 16.8.2025 before respondents 1 to 4 for mutation of the revenue records in favour of the petitioner's family. However, no orders have been passed on the said representation and, therefore, seeking early disposal of the representation, the present petition is filed.

Learned counsel appearing for the petitioner submits that it would suffice if this Court directs the respondents 1 to 4 to consider the representation of the petitioner dated 16.8.2025 and conduct joint inspection and mutate the revenue records in favour of the petitioner's family within a time frame.
5. Though relief as above has been sought for, for mutation of revenue records in favour of the petitioner's family, however, it is to be pointed out that there are no materials placed either before this Court or even before the respondents to prove the prima-facie title of the petitioner and without proving the same, the representation filed by the petitioner for mutation of revenue records cannot be granted.

For the reasons aforesaid, this writ petition is disposed of granting liberty to the petitioner to work out his remedy with regard to title in the manner known to law, whereinafter, it would be open to the petitioner to move the respondents.
