Prayer: Petition filed under Article 226 of The Constitution of India praying to issue a writ of Certiorarified Mandamus, calling for the records on the file of the respondents relating to the High Tension Bill No.8 for the month of October 2003 dated 30.10.2003 raised by the 4th respondent in respect of the petitioner's High Tension Service Connection No.8 and the order dated 05.04.2004 in letter No.CPRO/CCC-AF/F. Chairman's Special/Reply/ D.No.537/2004 issued by the first respondent and quash the same and consequently direct the respondents to assess the electricity consumed by the petitioner in the month of October, 2003 on the basis of connected load and the hours of actual usage of electricity and to refund the excess amount paid by the petitioner under the impugned bill.
