Respondent Prayer: Petition filed under Article 226 of the Constitution of India seeking a writ of Declaration declaring that Rule 14A of the Madras High Court Service Rules, 2015 relating to appointment to the posts of Assistant and Reader/Examiner, so far as the same has not provided for direct recruitment to the extent of 50% of the posts of Assistant and Reader/Examiner and so far as the same has made the last grade High Court employees eligible for promotion to the higher post of Assistant without requiring them to serve as Reader/Examiner for a specific period, is null and void.

ORDER
(Made by the Hon'ble Chief Justice) We have heard Mr.M.Radhakrishnan, learned counsel for the petitioner and Mr.P.K.Rajagopal, learned counsel for the respondent.
2. The petitioner is challenging the Madras High Court Service Rules, 2015 relating to the appointment to the posts of Assistant and Reader/Examiner.
3. The grievance is that the said posts are filled by promotion.
4. If an aggrieved person approaches this Court, the said issue can be considered. The petitioner cannot be said to be an aggrieved person.
5. In the light of that, we are not inclined to entertain the
present writ petition. However, we make it clear that if an aggrieved person approaches this Court, certainly the grievance can be considered.
6. With the aforesaid observation, the writ petition is disposed of. There will be no order as to costs.
