Respondents Prayer: Petition filed under Article 226 of the Constitution of India for issuance of a Writ of Certiorarified Mandamus calling for the impugned order No.365/MaO2/Access & GIS/OKa/2019 dated 05.04.2019 of the 5th respondent for the period (2019-2022), quash the same and consequently direct 1) the 5th respondent to follow prescribed procedures in permitting other eligible qualified NGOs to run the ACCESS residential school in Eduthavai Natham, Kallakurichi Block within a time limit prescribed by this Court and 2) direct the above first respondent to conduct discreet enquiry in change of trustees of the 7th respondent trust, irregularities in every academic year permission to run ACCESS residential school in Eduthavai Natham Village for the period of 7 academic years (2016-2022) and make them who are all responsible for the irregularities in dealing with the Government grants for the past 7 years with stringent legal actions as per appropriate law.

(Made by the Hon'ble Chief Justice) On 30.01.2024, we had passed the following order: "On the last date, we had observed that the petitioner is not concerned with the matter in issue and the bonafides of the petitioner will have to be tested. On the said date, the learned counsel for the petitioner sought time. The matter was adjourned and kept today. Today also the learned counsel for the petitioner seeks time.

Place the matter on 14.02.2024. If adjournment is sought on 14.02.2024, then the petitioner shall deposit costs of Rs.25,000/-."
