Prayer: Petition filed under Article 226 of the Constitution of India seeking issuance of a writ of mandamus, directing the respondents 1 to 4 to issue a community certificate as "Dombara" for "Kazhai Koothadi People" according to the available documentary evidence. ORDER

(Order of the court was made by the Hon'ble Chief Justice) Heard Mr.E.Felix Parthiban, learned counsel for the petitioner, Mrs.R.Anitha, learned Special Government Pleader for respondents 1 to 4 and Mr.J.Madanagopal Rao, learned Senior Central Government Standing Counsel for respondent 5.

2. The grievance of the petitioner is that community certificate as "Dombara" has not been issued by the competent authorities.

3. A person, claiming to belong to a specific notified class, has to individually make an application in the prescribed format, along with all the documents. If a person makes an application in the prescribed format and as per the procedure and has filed some documents, then, the competent authority shall decide the same, on merits and in accordance with law, expeditiously.

4. With these observations, the writ petition is disposed of. There will be no order as to costs.
