In any event, the appellant has not even participated in the tender proceedings and hence, he is not entitled to challenge the same. Accordingly, the writ appeals are closed as infructuous. Liberty is granted to them to move Civil Court for the relief, if appropriate. No costs. The connected miscellaneous petitions are also closed.
