Heard Mr.R.Malaichamy, learned counsel for the petitioner, M/s.Narmadha Sampath, learned Additional Advocate General assisted by Mr.M.Elumalai, learned Government Advocate for the respondents to and Mr.S.V.Jayaraman, learned senior counsel for the respondents 16 & 17.

2.This petition has been filed to permit the 6th petitioner to substitute the LRs of the 7th respondent, the proposed respondents as party respondents.

3.The prayer sought for is resisted by the 16th and 17th proposed respondents stating that the petitioner is barred by limitation.

4.In the considered view of this Court, all issues can be permitted to be raised by all the parties when the main writ petition is heard. At this juncture, this Court is inclined to allow the substitution petition, however, making it clear that the parties are entitled to raise all contentions in the main writ petition itself. Accordingly, this petition is allowed.

5.The Registry is directed to amend the cause title and list the main writ petition on 12.03.2020.
