Writ Petition has been filed seeking a Mandamus to direct the first and second respondents to issue a "Look Out Circular" against the fourth respondent namely K.Senthil Kumar by considering the representation dated 20.11.2019. The writ petitioner is the wife of the fourth respondent, there are several litigations pending between them. This Court is not inclined to go into the merits of those litigations. However, it is to be mentioned that Crime No.06 of 2019 was registered against the fourth respondent for the offence under Section 498(A), 506(ii) IPC, and Section 4 of the Dowry Prohibition Act, 1961, by the All women Police Station, Sathyamangalam and the case is now pending before the learned Judicial Magistrate, Sathyamangalam. While the case is pending against the fourth respondent, he is trying to flee away from India. In this regard, the petitioner herein has sent a representation to the second respondent dated 20.11.2019, seeking to issue Look Out Circular to the fourth respondent K.Senthil Kumar, not to leave India.

The learned Special Government Pleader has produced the letter dated 10.12.2019 sent by the Superintendent of Police, Erode District to the Assistant Director SIC, Intelligence Bureau, (MHA), Government of India.

It is stated by the learned counsel for the first respondent that subsequently, the Commissioner of Immigration, Nungambakkam, Chennai, had been addressed in this regard and it is the Commissioner of Immigration, Nungambakkam has to issue the Look Out Circular.

In view of the above, this Court directs the first respondent to examine this matter and do the needful in accordance with law, as expeditiously as possible, preferably within a period of four weeks from the date of receipt of copy of this order.
