Prayer: Petition filed under Article 226 of the Constitution of India to issue a Writ of Certiorarified Mandamus, calling for the records of the third respondent in connection with the impugned charge memo issued by him in Na.Ka.No.1379/2012/PD4 dated 04.04.2012 and quash the same and direct the respondents to consider the claim of the petitioner for promotion as Assistant Executive Engineer and grant him all consequential service and monetary benefits.
