These applications are filed for effecting substituted service by paper publication for respondents 2 and 3.

It is submitted that earlier notices were issued to respondents 2 and 3 and the same are returned as left.

In the light of the above, the present applications are allowed and the respondents 2 and 3 in the writ petitions may be served by effecting paper publication in the Tamil Daily "Makkal Kural" and in the English Daily "News Today" Chennai Edition indicating that the matters would be listed on 04.06.2024.
