(Judgment was delivered by S.M.Subramaniam J.) The writ petitioner is the appellant before this Court. The relief sought in the writ petition is to direct the Sports Development Authority of Tamil Nadu Page No.3 of 7
(SDAT) to frame rules to regulate the District Kabaddi Association before conducting the Chengalpet District Kabaddi Association's election.
2. It is brought to the notice of this Court that elections have already been conducted. That apart, the District Kabaddi Association is a society registered under the provisions of the Tamil Nadu Societies Registration Act, 1975 and is not a "State" within the meaning of Article 12 of the Constitution of India. The society is governed by its approved bylaws, and therefore, for redressal of grievances, the District Kabaddi Association has to approach the District Registrar under the Societies Registration Act or institute a civil suit to resolve the election disputes. However, no writ would lie.
3. Thus, the Writ Appeal stands dismissed. Consequently, connected Miscellaneous Petition is closed. No costs.
