Since the respondents 2, 3, 6, 19 & 20 could not be served through regular mode, this petition has been filed seeking substituted service.

2.Considering the fact that the efforts to serve these respondents by regular mode has failed, this petition is ordered, the learned counsel is permitted to take substituted service by publication in one issue of "Makkal Kural" for the hearing on 29.01.2024.

Publication to be effected on or before 28.12.2023.
