Respondents Prayer : Petition filed under Article 226 of the Constitution of India seeking a writ of Declaration to declare that the Siting Criteria prescribed under Central Pollution Control Board Office Memorandum No. B-13011/1/2019-20/AQM/10802-10847 dated 07.01.2020 and Addendum dated 16.08.2021, (ii) Ministry of Road Transport and Highways Circular No. RW-NH-33032/01/2017-S&R(R) dated 26.06.2020, (iii) Annexure - XII to The Puducherry Building Bye-Laws and Zoning Regulations, 2012 and (iv) Indian Road Congress Circular No. IRC-12-2009 shall be liable for strict compliance by the Respondents while issuing Site plan approvals, Licences and No Objection Certificates under Rule 131, 141 and 144 of The Petroleum Rules, 2002 to set up and operate New Petroleum Retail Outlets within the U.T. of Puducherry.
