PETITION under Article 226 of The Constitution of India praying for the issuance of a Writ of Mandamus directing the respondents to include the petitioner's patta No.822 in S.No.91/19 to the extent of 5,054 sq.ft. situated at Kadananagaram Village, R.K.Pet Taluk, Tiruvallur District in the computerized patta and chitta and upload the same in the website of the Revenue Department based on the representation dated 18.10.2024 made by the petitioner. The petitioner purchased an extent of 5,054 sq.ft in S.No.91/19, Kadananagaram Village, R.K.Pet Taluk, Tiruvallur District under a registered sale deed dated 23.9.1999 vide doc.No.1503 of 1999 on the file of the Sub-Registrar, R.K.Pet from one Mr.Jeyaramareddy and others. Thereafter, he got all the revenue records mutated and patta No.822 was also issued in his name. Ever since the date of purchase, the petitioner is in possession and enjoyment of the said property.

On 18.10.2024, the petitioner made a representation to the second respondent to include the aforesaid patta namely patta No.822 in the website of the Revenue Department and also requested that the patta in digital form has to be uploaded. However, to date, no action has been taken by the second respondent on the said representation. The grievance of the petitioner is that the computerized pattas in respect of the other land owners in the various subdivisions of S.No.91 namely 91/17, 91/18, 91/20 and 91/21 are available in the website except the petitioner's survey number namely S.No.91/19. Aggrieved by that, the petitioner is before this Court.

The facts narrated in the affidavit filed in support of the writ petition would indicate that it is the petitioner, who has been singled out since his neighbouring land owners have got their pattas entered in the computer and it is only the petitioner's patta, which is yet to be uploaded in the website.

Accordingly, the writ petition is allowed and a Mandamus is issued to the second respondent to consider the representation of the petitioner dated 18.10.2024 for inclusion of patta No.822 in respect of the said property in the computerized patta and to upload the same in the website of the Revenue Department and pass appropriate orders thereon within a period of three weeks from the date of receipt of a copy of this order. No costs.
