Without expressing any opinion on merits of the writ petition, the first respondent is directed to consider the petitioner's appeal dated 20.01.2025 and, after issuance of notice to the petitioner and counter parties, if there are, and giving them opportunity of personal hearing, to pass orders on merits and in accordance with law, within a period of twelve weeks from the date of receipt of this order. 4.
With the above direction, this writ petition is disposed of. There shall be no order as to costs.
