ORDER
This writ petition has been filed for direction directing the the respondents to accept the affidavit issued by the Indian embassy at Kuwait and and to confirm the petitioner's admission under the NRI quota.

The petitioner completed her higher secondary examination and applied for the Bachelor of Veterinary Science & Animal Husbandry (hereinafter referred to as "B.V.Sc.&A.H.") Course, under the NRI quota. She had written the entrance examination and she was qualified and selected under the NRI quota. Her father is employed in Kuwait and she produced the employment ID card with effect from 01.11.2024. Further she was provisionally selected and the petitioner had paid the requisite fee on 02.09.2025. However, the petitioner failed to produce the recent NRI certificate as provided under the prescribed format from the Indian embassy. The petitioner also failed to produce the bank statement for six months. Therefore, her candidature was cancelled and other waiting list candidates were selected under the NRI quota.

The learned counsel appearing for the petitioner submitted that the petitioner submitted an undertaking affidavit by an NRI which was attested by the Indian Embassy at Kuwait, dated 02.06.2025. However, it was not in the format as prescribed by the respondents. He further submitted that though this Court directed the respondents to keep one seat vacant, without obeying the interim order passed by this Court, the respondents filled up the entire seats under the NRI quota. 4.
On instructions, the learned Senior Counsel appearing for the respondents submitted that though the petitioner got selected under the NRI category, the petitioner failed to produce the NRI certificate issued by the embassy in the prescribed format and also she failed to produce the bank statement of the NRI for the period of six months. Though the petitioner was granted time up to 11.09.2025, she failed to produced the same and filed this writ petition. 5.
Heard the learned counsel appearing on either side and perused the materials placed before this Court.

On perusal of the records, it is revealed that the petitioner failed to produce the Indian embassy certificate in the prescribed format and also failed to produce the bank statement. As per the provisional selection order, the petitioner ought to have paid fee on or before 04.09.2025 and at the time of payment of fee, the petitioner should surrender the following original certificates:- i. Qualifying examination (HSC / Equivalent) mark certificate ii. Certificate showing equivalent marks to grades of qualifying exam (in case grades are produced) iii. Transfer Certificate from the school last studied iv. Conduct Certificate v. Certificate showing that the candidate has undergone the qualifying school education in English medium. vi. Proof for place of birth vii. Recent NRI status certificate of the sponsorer issued by the Indian Embassy viii. Employment certificate of the sponsorer. In case of self employment, nature of business, annual income and required proof.
ix. Certificate showing the relationship of the sponsorer to the candidate if applicable.
x. Passport of the Sponsorer (Photo copy) xi. NRI Bank statement for past six months of the NRI sponsorer xii. Certificate of physical fitness xiii. Undertaking and Joint declaration Form However, the petitioner failed to produce the main documents such as NRI certificate and the NRI bank statement for six months. 7.
In fact, the petitioner had paid fees on 02.09.2025. Therefore, the petitioner should have produced all original documents on the same date. However, on the request of the petitioner, the time was extended till 04.09.2025 at 5.00 p.m., to join in the allotted college. However, the petitioner sought additional time to produce the documents in the prescribed format. Therefore, the time was extended to 08.09.2025 and once again extended till 11.09.2025. However, the petitioner failed to produce those certificates as required under the NRI quota. Thereafter, on 11.09.2025 approached this Court and filed this Writ petition.

Though this Court by an interim order dated 12.09.2025, directed the respondents to keep one seat vacant under the NRI quota, it was not communicated to any of the respondents. Therefore, on the same day i.e., on 12.09.2025, all the seats under the NRI quota were filled up by the respondents and now no seat is available under the NRI quota. Therefore, the directions sought for by the petitioner cannot be considered. However, if any vacancy arises under the NRI quota in future, the respondents are directed to consider the case of the petitioner for admission into the B.V.Sc& A.H. Course.

Accordingly, the Writ Petition stands dismissed. There shall be no order as to costs.
