PRAYER: Writ Petition filed under Article 226 of the Constitution of India to issue a Writ of Mandamus, directing the respondents 1 to 4 to enquire into petitioner's grievance regarding non-payment of salary and other dues by the 5th respondent, raised vide his letter dated 09.06.2023 in accordance with the Rules and Regulations laid down by the 1st and 4th respondents, within a time frame as may be fixed by this Court. ORDER
Heard the learned counsel for the petitioner, as well as the learned Standing Counsel for the respondents 1 to 3.
2. In view of the order to be passed in this Writ Petition, no prejudice would be caused to the fourth and fifth respondents. Hence, notice to the said respondents is hereby dispensed with.

3. The limited prayer sought for in this Writ Petition is for a direction to the respondent 1 to 4, to dispose of the letter of the petitioner dated 09.06.2023.
4. It is needless to point out that whenever a statutory appeal is preferred before the Appellate Authority, there is a duty cast on them to dispose of the appeal expeditiously. Non-compliance of such a responsibility would amount to dereliction of duties and this Court would be justified in directing the authority to dispose of the appeal within a stipulated time, in exercise of its powers under Article 226 of Constitution of India.
5. In the light of the above observations, there shall be a direction to the respondents 1 to 4 herein, to dispose of the petitioner's letter dated 09.06.2023, if not already disposed of, on their own merits and in accordance with law, within a period of four (4) weeks from the date of receipt of a copy of this order.

6. With the above direction, the Writ Petition stands disposed of. No costs.
