J., This miscellaneous petition filed to implead the petitioner herein in the Writ Petition, is opposed by both the learned counsel for the petitioner as well as the learned Additional Advocate General. This is a case between the trade union and the Corporation and the third party cannot intervene in it and make it as a Public Interest Litigation.

2. I have considered the submissions and this Court being a single bench, cannot travel beyond the scope of the prayer and even though several submissions are made by the impleading petitioner, he is not impleaded with reference every grievance which is exposed. However, any party who is bringing to the Court a certain fact which is relevant to the dispute is a proper party if not a necessary party.

3. In this case, the impleading petitioner has brought to the notice of this Court about the price being in excess with reference to the QR code, to that extent, being a proper party, the petition is allowed and the petitioner is impleaded as 3rd respondent in this Writ Petition.
