PRAYER: Writ Petition filed under Article 226 of Constitution of India, pleased to issue a Writ of Certiorarified Mandamus calling for the records relating to the impugned Notice of the 1st respondent dated 18.11.2024 its bearing No.Na.Ka.No.2860/2023/01H1 provision under Rule 304 of Tamil Nadu Urban Local Government Rules 2023 and quash the same, and further forebear the respondents from any way interfering with the peaceful functioning of the self-Employment scheme business viz., Velan UPVC Industries situated at No.2/A, Sangam Street, Nadu Mottur, Pallikuppam, Katpadi, Vellore - 632 007, Vellore District, belonging to the petitioner. This writ petition has been filed to call for the records relating to the impugned Notice of the 1st respondent dated 18.11.2024 its bearing No.Na.Ka.No.2860/2023/01H1 provision under Rule 304 of Tamil Nadu 2/6
Urban Local Government Rules 2023 and quash the same, and further forebear the respondents from any way interfering with the peaceful functioning of the self-Employment scheme business viz., Velan UPVC Industries situated at No.2/A, Sangam Street, Nadu Mottur, Pallikuppam, Katpadi, Vellore - 632 007, Vellore District, belonging to the petitioner.
2. The petitioner, a postgraduate in English and belonging to the MBC category, underwent training under the Government's NEEDS scheme in 2017 and established a self-employment unit, Velan UPVC Industries, in Vellore with sanctioned loan and subsidy support. She obtained all requisite approvals including electricity and fire safety clearances, and submitted an application for a trade licence on 03.09.2024. Despite multiple representations and compliance with the Tamil Nadu Urban Local Government Rules, 2023, the local authorities failed to process her application. After receiving repeated notices alleging lack of licence, she filed W.P.No.31246 of 2024, wherein this Court directed the first respondent to consider her representation and pass orders within eight weeks. However, instead of complying with the said order, the first respondent issued a lock 3/6
and seal notice on 18.11.2024 without conducting any enquiry. Aggrieved, the petitioner has filed the present writ petition.
3. When the matter was taken up for hearing, learned counsel for the petitioner submitted a letter dated 25.04.2025, addressed by the petitioner to the Commissioner of Vellore City Municipal Corporation, stating that she intends to shift the industrial unit to another place.
4. Recording the aforesaid letter of the petitioner dated 25.04.2025, this writ petition is disposed of. No costs. Consequently, connected miscellaneous petitions are closed.
