2.Heard the learned counsel for the petitioner and perused the averments in the accompanying affidavit.

3.This Court is satisfied to order this petition. Accordingly, this petition is allowed, permitting the petitioner to serve notice to the respondents by way of substitute service by publishing in a local newspaper namely ''Dina Boomi'' on or before 15.05.2024 and file proof of service by the next date of hearing.

4.List the matter on 05.06.2024.
