W.M.P.No.35918 of 2019 is allowed and the delay of 2336 days in filing an appeal before the 2nd respondent/District Revenue Officer, is condoned and the petitioner may file a regular appeal before the District Revenue Officer on or before 14.02.2020. If the petitioner files an appeal after 14.02.2020, the District Revenue Officer, may pass orders on the appeal, after following due procedures.

2. With the above observation, this Writ Miscellaneous Petition stands allowed. Petitioner may also pay a cost of Rs.5000/- to the Tamil Nadu State Legal Services, Chennai and the amount should be paid on or before 14.02.2020, the receipt of which should be produced before the DRO while filing an appeal.
