O R D E R

This Writ Petition has been filed to direct the first respondent to stop the payment of bills, retention money including deposit amount to the civil contractor, Mr.G.V.Muralikhannan, after blacklisting him from executing any civil contract in future, by considering the petitioner's representations dated 14.03.2023, 17.06.2023, 28.07.2023, 28.08.2023 and 01.11.2023.

2. The petitioner is an allottee of the flat under the self-financing scheme floated by the respondents Tamil Nadu Housing Board. He was aggrieved against incomplete civil works and quality of the building, for which, several representations were sent regarding omissions on the part of the civil contractor and also requesting the respondents to blacklist the civil contractor, namely, G.V.Murali Kannan. In this regard, meeting was also held on 01.09.2023. However, the defects were not rectified. Therefore, the petitioner is before this Court by way of filing this writ petition.

Though very many grounds have been raised in the affidavit filed in support of this petition, when the matter is taken up for hearing today, the learned counsel appearing for the petitioner submits that it would suffice if this Court permits the petitioner to canvass all the points raised in this writ petition before the first respondent.

4. Heard the learned counsel appearing for the petitioner and the learned Standing Counsel appearing for the respondents.

5. In view of the limited request made by the learned counsel appearing for the petitioner, this Court, without going into the merits of the case, permits the petitioner to canvass all the points raised in this writ petition before the first respondent within a period of 12 weeks from the date of receipt of a copy of this order.
