directions to the respondents to regularize the period of suspension from 16.12.2012 to 18.06.2013 as duty for all purposes and to restore the pay of the petitioner and disburse the arrears and other attendant benefits forthwith.

ORDER

This Writ Petition has been filed challenging the impugned proceedings passed by the third respondent and confirming the order passed by the first and second respondent, thereby imposing the penalty of postponement of increment for three years with cumulative effect.

2. Heard the learned counsel appearing on either side and perused the materials available on record.

3. Without expressing any opinion on the merits of the writ petition, the first respondent is directed to consider the mercy petition submitted by the petitioner and pass orders on merits and in accordance with law within a period of twelve weeks from the date of receipt of a

copy of this order.
