ORDER
The relief sought for in this writ petition is to direct the respondents to issue "No objection certificate" and to issue necessary publication for withdrawal of the notification/land acquisition proceedings in respect of the petitioner agricultural land measuring about 2.67.5 hectare comprised in S.No.23/1A2, 23/1A3, 23/2B, 23/3, 23/5B, 24/5B, 24/6, 23/1B of Chembarambakkam Village, Thiruvallur District and 0.33.5 hectare agricultural lands comprised in Survey Nos.9/3 & 9/4 of Narasingapuram Village, Poonamallee Taluk, Thiruvallur District. 2/8
2. Mrs.S.Indhu Bala, learned Additional Government Pleader takes notice on behalf of the first respondent. Mr.P.S.Seetharaman, learned standing counsel takes notice on behalf of respondents 2 to 4. By consent of both the parties, this writ petition is taken up for final hearing at the admission stage itself.

The case of the petitioner is that the petitioner is the owner of the property comprised in S.No.23/1A2, 23/1A3, 23/2B, 23/3, 23/5B, 24/5B and 24/6 with Patta No.562 and 854 respectively, situated at Chembarambakkam Village, Thiruvallur District to an extent of 0.59.5 hectare and 1.56.0 hectare respectively, in S.No.23/1B, Patta No.182 of Chembarambakkam Village, Thiruvallur District to an extent of 0.52.0 hectare and agricultural lands comprised in Survey Nos.9/3 & 9/4 measuring total extent of 0.33.5 hectare, Patta No.15 (Old Patta No.66) of Narasingapuram Village, Poonamallee Taluk, Thiruvallur District. The respondents issued the notification u/s 4(1) of the Land Acquisition Act, 1894, to acquire the petitioner's land as well as other's land in the villages of Thirumazhisai, Kuthambakkam, Vellavedu, Narasingapuram, 3/8
Parvatharajapuram and Chembarambakkam for formation of Satellite Town. Challenging the said notification, the petitioner along with other owners have filed a writ petitions and after many legal disputes, the State took a policy decision to drop the entire scheme and undertook to declare that the land which were notified under Section 4(1) of the Act, be declared as Special Agricultural Zone.
3.1. Thereafter, the State has passed G.O.Ms.No.7, Housing and Urban Development Department dated 03.01.2007, thereby decided to retain an extent of 467 acres of land. Challenging the same, the other land owners filed a batch of writ petitions, before this Court and this Court has restricted the scheme only to an extent of 102 acres, since the same has already been utilized under the Satellite Town Scheme in Phase-I. The petitioner's land is not coming under the Phase-I of the said Scheme and moreover, the very notification itself quashed by this Court and the same has been confirmed by the Hon'ble Supreme Court of India. Therefore, the petitioner sent a representation to the respondents to issue the "No Objection Certificate" and to initiate necessary proposal for withdrawal of notification. However, the same is pending. Hence, the 4/8
petitioner has come forward with the present writ petition.
4. Though many grounds have been raised in this writ petition, learned counsel for the petitioner submitted that, it would suffice, if this Court issues direction to the respondents to consider the petitioner's representation dated 23.06.2025.

Learned Special Government Pleader appearing for the for the first respondent and learned Standing Counsel appearing for the respondents 2 to 4 submitted that the petitioner's representation dated 23.06.2025 would be considered and appropriate orders passed within a time frame that may be fixed by this Court.
6. Heard the learned counsel on either side and perused the materials available on record.
7. Considering the limited relief sought for by the learned counsel for the petitioner, this Court without going into the merits of the case, directs fourth respondent to consider the petitioner's representation dated 5/8
23.06.2025 and pass appropriate orders on merits and in accordance with law, within a period of six weeks from the date of receipt of a copy of this order.
With the aforesaid direction, this writ petition is disposed of. No costs.
