(Order of the Court was made by Dr.Anita Sumanth J.) Heard Ms.Rubika S.A., learned counsel for the petitioner and Mr.P.Anandakumar, learned Government Advocate for R1 to R3. No appearance for R4, though the description of R4 has been printed. Tapal to R5 is returned with an endorsement 'not residing at that address'. 2.In any event, the prayer of the petitioner is not liable to be considered. The prayer is for a mandamus directing the first respondent i.e. the Director General of Police, Chennai not to conduct any parallel investigation by the Law and Order or Crime Branch Police working in Tamil Nadu against the members of the petitioner society. Such an omni bus prayer cannot be considered.

Moreover, the authorities cannot be estopped from initiating proceedings, if they are otherwise in accordance with law.
