Without expressing any opinion on merits of the writ petition, the respondents are directed to consider the petitioner's online application dated 09.12.2024 and, after issuance of notice to the petitioner & counter parties, if there are, and giving them opportunity of personal hearing, to pass orders on merits and in accordance with law, within a period of twelve weeks from the date of receipt of this order. 3.

With the above direction, this writ petition is disposed of. There shall be no order as to costs.
