2. Heard the learned counsel appearing on either side.

Without expressing any opinion on merits of the writ petition, the second respondent is directed to consider the petitioner's applications dated 30.11.2024, 06.02.2025, 19.07.2025 & 24.07.2025 and, after issuance of notice to the petitioner and giving him opportunity of personal hearing, to pass orders on merits and in accordance with law within a period of twelve weeks from the date of receipt of copy of this order.
4. With the above direction, this writ petition is disposed of. No order as to costs.
