ORDER
This writ petition is filed challenging the order passed by the third respondent, intimating the petitioner that the application submitted by him for agricultural service connection dated 30.12.1990 got lapsed due to his failure to show his readiness, within five years from the date of intimation by the department regarding readiness.
2. A perusal of the impugned order would suggest that the petitioner submitted an application seeking agricultural service connection on 30.12.1990. In the year 2010, the respondent has sent a notice to the petitioner to show his readiness in order to give the service connection to the petitioner on the basis of seniority. The
petitioner failed to show his readiness within five years period. Therefore, as per the Rules of the department, the application got lapsed. The said communication sent by the respondent is challenged in this writ petition.

A perusal of the typed set of papers would suggest that as early as on 21.06.2018, the fourth respondent herein, in his communication letter No.ka.No.oo se po/E & co/ki/seyam/co.31/A No.421-1/ 2018, has intimated the petitioner regarding the lapse of his application, for his failure to show his readiness within five years. The said communication has not been challenged. After seven years, the petitioner submitted a fresh representation and in response to the same, the respondents intimated the petitioner about the lapse of the application long back. This writ petition filed by the petitioner, without challenging the earlier communication of the respondents dated 21.06.2018, is only an attempt to create new cause of action for filing the writ petition. Hence, this writ petition cannot be entertained.
