ORDER
Seeking a Mandamus to the respondents to consider his representation dated 26.8.2024 to mutate the revenue records and issue a computerized patta in his favour in respect of the property in S.No.33/1 measuring an extent of 0.50.0 Ares out of 0.56.0 Ares situated at Adi Annamalai Village, Tiruvannamalai Taluk, Tiruvannamalai District, the petitioner is before this Court.
2. Heard the learned counsel for the petitioner and the learned Special Government Pleader accepting notice for the respondents.
3. The case of the petitioner is as follows : (i) From time immemorial, the petitioner and his ancestors have been in possession of the said property. The said land was classified as panchami land. The petitioner made several representations to the respondents seeking to issue a patta in his favour in respect of the said property by considering his long term possession. Vide proceedings dated 10.12.1999, the fourth respondent also assigned patta in his name. When the petitioner applied to the respondents to get chitta in respect of the said property, it came to light that his name has not been incorporated in the chitta, A register and the computerized patta.

(ii) Pursuant to the efforts taken by the petitioner, vide proceedings dated 16.8.2023, the Revenue Sub-Inspector, North Firka (I/C), Tiruvannamalai Taluk recommended to the fourth respondent to take further steps to mutate the chitta, the A-register and the computerized patta. However, no action has been taken so far. Thereafter, though the petitioner sent a representation dated 26.8.2024 to the respondents seeking to issue mutate the revenue records and issue a computerized patta, nothing was forthcoming. Even after 25 years of the assignment, the respondents have not issued the computerized patta in favour of the petitioner. Hence the writ petition.

Considering the facts and circumstances of the case, the writ petition is allowed and a Mandamus is issued to the fourth respondent to consider the representation of the petitioner dated 26.8.2024 to mutate the revenue records in favour of the petitioner and issue a computerized patta to the petitioner in respect of the said property on merits and pass appropriate orders in accordance with law within a period of 12 weeks from the date of receipt of a copy of this order. No costs.
