COMMON O R D E R The lands where the road has been put up is classified as Nilaviyal Pattai which would only indicate over that for existing pathway the thar road has been put up. The writ petitioners have indulged in an exercise futility by filing the writ petitions.

2.The applications to implead the Tahsildar of Nemili Taluk Office and the Village Administrative Officer of Panapakkam Village are allowed, since they would have the records pertaining to the classification of the lands. 3.Both the impleading applications are allowed. Registry to carry out the necessary amendment in the cause title in both the writ petitions by impleading the Tahsildar of Nemeli Taluk and Village Administrative Officer of Panapakkam Village as 5th and 6th respondents.

4.Mr.N.Naveen Kumar, learned Government Advocate takes notice for R1 to R6.
