Respondents Prayer : Writ Petition filed under Article 226 of Constitution of India praying for the issuance of a Writ of Certiorarified Mandamus calling for the records pertaining to the impugned order No.Pa.Pee/Co-608/2014 dated 22.07.2014 thereby rejecting the petitioner's representation dated 09.04.2009 for promotion, issued by the 1st respondent herein and quash / set aside the said impugned order so far as the petitioner is concerned and issue a direction to the respondents herein to treat the petitioner's education qualification i.e., 10th and Diploma in co-operation is sufficient and is on par with the similarly placed promotees as shown in paragraph No.14 supra and promote the petitioner as per her seniority to the post of Assistant of the respondent Bank.

This Writ Petition has been filed challenging the impugned order dated 22.07.2014 in Order No.Pa.Pee/Co-605/2014 by the first respondent, thereby rejected the representation of the petitioner.
2. Heard the learned counsel appearing on either side and perused the materials available on records.
3. The petitioner had joined as Office Assistant in the Tamil Nadu Co-operative State Agricultural and Rural Development Bank at the Regional Office at Nagapattinam. At the time of his appointment, he had an arrear in 10th Standard. He cleared the said subject only in the year 1996. Thereafter, he had secured a Diploma in Co-operation and thereafter, he had joined Annamalai University and graduated in Commerce, i.e., B.Com. After completion of his degree, he had completed his higher secondary education. However, he was not promoted based on the educational qualification to the next higher post.
Therefore, he submitted a representation seeking promotion. It was rejected by an order dated 22.07.2014.
4. Aggrieved by the same, the petitioner filed revision before the Additional Registrar/Managing Director, Tamil Nadu Co-operative State Agricultural and Rural Development Bank Ltd., Chennai. It was also dismissed by an order dated 22.05.2023. Aggrieved by the same, the petitioner preferred a writ petition in W.P.No.26039 of 2003 before this Court and the same was also dismissed by this Court by an order dated 07.09.2023. Once again, the petitioner challenged the original order, which was already confirmed by this Court by way of this writ petition. Therefore, this Court finds no infirmity or illegality in the order passed by the first respondent and the writ petition is devoid of merits and it is liable to be dismissed.
