Without expressing any opinion on the merits of the writ petition, the first respondent is directed to consider the request made by the petitioner, after giving an opportunity of hearing to the parties concerned, pass orders on merits and in accordance with law, within a period of twelve weeks from the date of receipt of a copy of this order.
4. With the above directions, this writ petition stands disposed of. No costs.
