Having heard the learned counsel appearing for the petitioner and having gone through the order impugned before writ Court, since the present petitioner who is one of the necessary parties ought to have been impleaded and heard by the writ Court since has not been arrayed as a party and because of the impugned order, her promotional avenue and seniority since is affected, the present petitioner wants to challenge the order impugned by filing a third party intra-Court appeal, for which, the present leave since is sought for, is ordered.
