O R D E R

This writ petition has been filed challenging the circular issued by the first respondent dated 04.07.2019 and for a consequential direction to the first respondent to proceed further with the evaluation of the Thesis that has been submitted by the petitioner for grant of Ph.D., by Anna University.

The case of the petitioner is that he had completed 5 1⁄2 years in part time research at Anna University. After completing the research, he had published his research paper in a recognised journal. Thereafter, the research work of the petitioner was placed before the Doctoral Committee on 21.12.2019 and the Committee after going through the research work, was satisfied with the performance of the petitioner and it also granted its approval. The petitioner thereafter submitted the same to the second respondent for further evaluation. The grievance of the petitioner is that the same was not received by the second respondent only on the ground that the circular that is impugned in the present writ petition has stipulated the publication in the journal as 4th July 2019 and the petitioner had published in the journal only on 8th July 2019.

This Court passed an interim order on 30.01.2020 and the same is extracted hereunder:- "The learned counsel for the petitioner submitted that pursuant to the order passed by this Court on 02.01.2020, the petitioner attempted to submit the Approved Synopsis with all enclosures and the same was not received. Therefore left with no other option, the petitioner had sent the Approved Synopsis with all enclosures by registered post on 06.01.2020 to the respondents. The learned counsel submitted that this has already been received by the respondent University.

2.The learned Standing Counsel appearing on behalf of the respondents sought for some time to take instructions in this case.

3.Post this case under the same caption on 13.02.2020."

Pursuant to the above order, the petitioner again submitted the research work before the first respondent and since it was not accepted, the petitioner had sent it through registered post to the University and the same has been received by the University.

The learned counsel appearing on behalf of the respondents submitted that the papers that have been submitted by the petitioner has been received by the University and the same will be put to evaluation and it will be considered as per the norms.

In view of the subsequent development that happened after the interim orders were passed by this Court, this Court is not inclined to interfere with the circular that has been questioned before this Court. Now that the papers submitted by the petitioner is already in the process of evaluation, no further orders are required to be passed in this writ petition, except to direct the respondents to carry on with the process of evaluation as per norms and satisfy themselves with regard to the eligibility of the petitioner for being awarded with P.hD. 7.

This writ petition is disposed of with the above directions. No costs. Consequently, connected miscellaneous petitions are closed.
