Considering the limited request made by the petitioner, without expressing any opinion on merits of the writ petition, the first 2/4

respondent is directed to consider the appeal filed by the petitioner dated 15.07.2023 and to pass orders on merits and in accordance with law within a period of three months from the date of receipt of copy of this order.
